Job Title: Publication and Records
Report to Flight Standards Manager

Job purpose

Reporting to the Flight Operations Standards Manager, ensures that all technical publications required for RwandAir Flight operations are current. Ensures the distribution of amendments to all technical manuals. Ensures flight crew records are updated.

Key accountabilities:

1. Maintain and revise the Flight Operations library hard and soft copies, AFM, SOP, FCOM, QRH, FPPM, Weight and Balance, Airport Analysis;
2. Maintain familiarity with all Company manuals, technical publications and manufacture manuals and maintain them in an up to date condition through revisions
3. Maintain and revise each aircraft library with current publications as per RCARs;
4. Liaise with the Head of technical publication in maintenance for MEL and MMEL revisions;
5. Procure publications of all Flight Operations company manuals from outside vendors for all flight crew, management personnel, flight operations library, OCC library and aircraft;
6. Amend, distribute and inventory all Jespersen amendment on each aircraft and flight operations library;
7. Organize, manage and maintain all document storage an accordance with regulatory requirements;
8. Maintain master log of all manuals including electronic;
9. Troubleshoot and investigate problem/missing paperwork;
10. Implement corrective actions for audit findings in areas which he/she has control and responsibilities;
11. Prepare the annual budget for all technical publications and submit it to DFO;
12. Act as a departmental Records Officer;
13. Assist with flight operations records management system including the maintenance and management of active and archived records
14. Accurately file all training records
15. Ensures that correct records of flight crew are maintained and updated in conformity with local legal requirements
16. Provide the training manager with crew training expire information;
17. Assisting the training manager in records management including development and maintenance of training calendar for the crew
18. Work closely with Manager Flight Operations Systems & Data management on duties related to records management.

Qualifications
Education and Experience

1. Technical degree or College are given preference
2. At least 2 years of experience in airline;
3. Librarian ship and archives background are desirable;
4. Education in IT science are given preference;
5. Basic knowledge of aircraft operational procedures desirable.

1. Strong communication and presentation skills;
2. Analytical thinking;
3. Good reading and writing skills;
4. Understanding of managing of technical publication
5. High discipline, time respect and respect of the superiors
6. Ability to work under pressure
7. Good Interpersonal skills;
8. Excellent computer skills;
9. English proficiency;
10. Able to work well in a team environment;
11. Dependability (must have a clear attendance record and on time reporting record and on time reporting record for work);
12. Must have local security airside clearance.
